Except as otherwise provided for in this article, the state traffic laws regulating the speed of vehicles shall be applicable upon all streets within this city.

No person shall drive a vehicle on a street in the city at a speed greater than is reasonable and prudent under the circumstances then existing. The speed limits specified in this article, or as hereinafter established herein, shall be lawful, but any speed in excess of the limits so specified shall be prima facie evidence that the speed is not reasonable or prudent and that it is unlawful.

No person shall drive any motor vehicle at a speed greater than twenty (20) miles per hour in a school zone on days when school is in session, either when hours are posted on official school zone speed limit signs located at said school zone or when official school zone speed limit signs bearing a flashing amber light located at said school zone are in operation. Any person, firm, corporation or association of persons who shall violate or cause, permit or allow to be violated any of the provisions of this section shall be deemed hereby guilty of a misdemeanor, and, upon conviction thereof, shall be fined in any sum of not less than one dollar ($1.00) nor more than two hundred dollars ($200.00).

No person shall drive any motor vehicle at a speed greater than sixty (60) miles per hour in a construction speed zone where official construction sixty (60) miles per hour speed zone speed limit signs are posted. Where official construction speed zone speed limit signs are not posted, the speed limit for the street, or portion thereof, shall be specified in section 21-88. The portion of the street designated as a construction speed zone is as follows:
