City of Irving, TX ARTICLE VI SPECIAL STOPS

§ 21-95 Emerging from alley, driveway or building.

The driver of a vehicle emerging from an alley, driveway or building shall stop such vehicle immediately prior to driving onto a sidewalk or onto the sidewalk area extending across any alleyway, yielding the right-of-way to any pedestrian as may be necessary to avoid collision, and upon entering the roadway shall yield the right-of-way to all vehicles approaching on the roadway.

§ 21-96 Stop signs and yield right-of-way signs—Placing on streets intersecting through streets.

Whenever this chapter or any ordinance of the city designates and describes a through street, it shall be the duty of the city traffic engineer to place and maintain a stop sign on every street intersecting such through street; except, that where traffic is light or physical conditions are such as to indicate the reasonable use of a yield right-of-way sign, the city traffic engineer may place a yield right-of-way sign in lieu of a stop sign.

§ 21-97 Same—Placing at other than through streets.

The city traffic engineer is hereby authorized to determine and designate intersections where particular hazard exists upon other than through streets and to determine whether vehicles shall stop at one (1) or more entrances to any such stop intersection, and shall erect a stop sign or yield right-of-way sign at every such place a stop or yield right-of-way is required.

§ 21-98 Same—Specifications; location.

(a) Every stop sign erected pursuant to this article shall bear the word "Stop" in letters not less than five (5) inches in height. Every stop sign shall be located as near as practicable at the nearest line of the crosswalk on the near side of the intersection or, if none, at the nearest line of the roadway.

(b) Every yield right-of-way sign shall be located as near as practicable at the nearest line of the crosswalk on the near side of the intersection or, if none, at the nearest line of the roadway.

§ 21-99 Same—Obedience.

(a) When stop signs are erected at or near the entrance to any intersection, every driver of a vehicle shall stop such vehicle at such sign or at a clearly marked stop line before entering the intersection except when directed to proceed by a police officer or traffic control signal.

(b) Every driver, upon approaching a yield right-of-way sign, shall slow to a speed of not more than ten (10) miles per hour and yield the right-of-way to all vehicles on the intersecting street which are so close as to constitute an immediate hazard.

§ 21-100 Stop intersections designated.

(a) At the intersections enumerated in the following list, stop signs are hereby ordered to be erected and are hereby validated and fully authorized. All streets located in the columns under the word "On" are the streets on which stop signs are ordered and authorized at their intersection with the street listed on the same line and in the column immediately to the right, headed by the word "At."

(b) When such stop signs are erected every driver of a vehicle shall stop such vehicle at such stop sign or at a clearly marked stop line before entering intersection.

§ 21-102 Stop signs and blinkers.

Stop signs and blinkers at the intersections enumerated in the following list are hereby ordered to be erected and are hereby authorized. All streets located in the column under the word "On" are the streets on which stop signs and blinkers are ordered and authorized at their intersections with the street listed on the same line and in the column immediately to the right, headed by the word "AT":

§ 21-103 Obedience to signal indicating approach of railroad train.

(a) Whenever any person driving a vehicle approaches a railroad grade crossing under any of the circumstances stated in this section, the driver of such vehicle shall stop within fifty (50) feet, but not less than fifteen (15) feet from the nearest rail of such railroad, and shall not proceed until he can do so safely. The foregoing requirements shall apply when:

(1) A clearly visible electric or mechanical signal device warning of the immediate approach of a railroad train.

(2) A crossing gate is lowered or when a human flagman gives or continues to give a signal of the approach or passage of a railroad train.

(3) A railroad train approaching within approximately fifteen hundred (1,500) feet of the highway crossing emits a signal audible from such distance and such railroad train, by reason of its speed or nearness to such crossing, is an immediate hazard.

(4) An approaching railroad train is plainly visible and is in hazardous proximity to such crossing.

(b) No person shall drive any vehicle through, around or under any crossing gate or barrier at a railroad grade crossing while such gate or barrier is closed or is being opened or closed.
