(a)
Entertainment center events shall be staffed with emergency medical personnel and emergency medical vehicles to perform first aid and emergency medical services before, during and after the entertainment center event in accordance with sections 33B-10.
(b)
If required by the office of the fire marshal, entertainment center events shall be staffed with approved fire watch personnel whenever it is essential for public safety due to the nature of the performance, event or activity, for those activities as defined in section 33B-12, in accordance with the following schedule:

(c)
Personnel costs for entertainment center events, if staffed with on-duty emergency medical personnel or fire watch personnel, shall be paid directly to the city in accordance with section 33B-7, unless otherwise agreed to by the city and the city's lessee and/or promoter at the entertainment center.
(d)
Entertainment center events shall be staffed with police officers for security, crowd control, and traffic control at the amphitheater/performance hall before, during and after the entertainment center event in accordance with the following schedule:

(e)
Unless otherwise agreed to by the city and the city's lessee at the entertainment center, the chief of the Irving Police Department may require a different number of police officers than those required in subsection (d), if:
(1)
Any alcoholic beverage is sold, served, or otherwise made available at the entertainment center event;
(3)
The history or nature of the entertainment center event indicates that a greater number of police officers are required to protect the public health, safety, and welfare;
(4)
Circumstances justify a reduction of the number of police officers and will not adversely affect the public health, safety or welfare.
(f)
The police officers required to be provided at Entertainment Center events by this article must be sworn members of the Irving Police Department, except that the chief of the Irving Police Department may authorize peace officers from other jurisdictions or entities if the chief determines that an insufficient number of Irving police officers will be available for a particular entertainment center event. All police officers, whether Irving Police Department personnel or from outside agencies, and whether working in an on-duty or off-duty capacity at an Entertainment Center event, must comply with the Irving Police Department General Orders.
