A. 
The owner, occupant or tenant of premises abutting or bordering on any street in the City shall remove snow and ice from the abutting sidewalks of such street or the abutting right-of-way actually used by the public and from driveways and other vehicle access places as appropriate, including corners and crosswalks, to a minimum width of three feet, so as to provide for convenient passage of pedestrians. The snow and ice removal must be completed within eight hours of daylight following the snow or ice event. In the event of ice which may be so frozen as to make removal impractical, the ice must be thoroughly covered with sand or ashes within eight hours of daylight after the same shall fall or be formed.
B. 
The owner, occupant or tenant of premises used by the public or business invitees shall remove all snow and ice from the sidewalks, streets, rights-of-way and parking areas used by the public in the transaction of business. The snow and ice removal must be completed within eight hours of daylight following the snow or ice event. In the event of ice which may be so frozen as to make removal impractical, the ice must be thoroughly covered with sand or ashes within eight hours of daylight after the same shall fall or be formed.
C. 
The owner, occupant or tenant of premises used by the public or business invitees shall remove all oil, garbage stains and other soiling substances from the sidewalks, streets, rights-of-way, and parking areas used by the public in the transaction of business thereat within 10 days of discovering same.

A. 
No owner, tenant or occupant of a premises abutting or bordering on any street in the City shall use rock salt to de-ice the sidewalk. Calcium chloride or other similar substance may be used on sidewalks.
B. 
Any owner, tenant or occupant of a premises who is found to have used rock salt to de-ice the sidewalk and which de-icing causes the sidewalk to deteriorate shall be responsible for repair or replacement of the sidewalk. The City shall give the owner, tenant or occupant notice of the deterioration of the sidewalk and 60 days to repair or replace same. If the City repairs or replaces the sidewalk, because the owner, tenant, or occupant fails to do so, then the cost of the City's work shall become a lien on the subject property.
C. 
Anyone found using rock salt to de-ice sidewalk that was installed and/or replaced by the City of Union City within the last 14 years shall be liable, in addition to the repair and replacement of the sidewalk, for the payment of fines as follows:

First offense: $250.
(2) 
Second offense: $500.
(3) 
Third offense: $750.

A. 
The owner, tenant, or occupant of a premises who has been found to have allowed a sidewalk, adjacent to his property, to become stained with oil, garbage stains or other soiling substances shall power wash, or use another equivalent process, to clean the sidewalk within 10 days of the staining of the sidewalk. If it is not cleaned then the City will issue the owner, tenant or occupant a notice to power wash the sidewalk to remove the stain. If the owner, tenant or occupant fails to do so within 10 days of the notice from the City and the City cleans the sidewalk, then the cost of the City's work shall become a lien on the subject property. Failure of the property owner, tenant or occupant to clean the sidewalk as required, will result in the payment of fines as set forth in § 366-1.1 of the Code.

A. 
The following businesses shall be required to power wash their adjoining sidewalks twice per month between the months of April 1 to November 1:
(1) 
Mechanics shops.
(2) 
Body shops.
(3) 
Supermarkets.
(4) 
Meat markets.
(5) 
Poultry markets.
(6) 
Car washes.
B. 
The businesses set forth in Subsection A shall have their adjoining sidewalks power washed by a professional service and proof of the power washing shall be forwarded to the Union City Health Department each month. The proofs shall be forwarded within 10 days of the end of each month from the end of April to the end of October.
No owner, tenant or occupant of any premises abutting on any street shall throw, place or deposit snow or ice into or on any street, it being the intent and purpose of this provision to prohibit all persons throwing, casting, placing or depositing snow and ice which accumulates within the private property belonging to that person on the sidewalks or streets of the City, except that snow or ice removal from a sidewalk or public right-of-way in compliance with § 366-1 may be deposited neatly on the remaining portion of such sidewalk or right-of-way from which removal is not required.
In case such snow or ice shall not be removed from such sidewalks or shall be cast or deposited thereon or placed upon the sidewalks or the street by the owner, tenant or occupant of any premises as hereinabove provided, the same shall be removed under the direction of the Director of Public Works, and the cost of removal as nearly as can be ascertained shall be certified by the Director of Public Works to the Director of Finance. The Board of Commissioners shall examine the certification and, if found to be correct, shall cause the cost to be charged against the real estate abutting or bordering upon such sidewalks, and the amount so charged shall forthwith become a lien and a tax in the same manner as the taxes next to be levied and assessed upon the premises, and shall bear interest and be enforced and collected by the same officers and in the same manner as other taxes. The imposition and collection of a fine or other penalty for violation of any of the provisions of this article shall not constitute any bar to the right of the City to collect the cost, as certified, for the removal of snow or ice in the manner herein authorized.
