The designations, locations, and boundaries of the districts established are delineated upon the map entitled “Zoning Map for the City of San Pablo, California,” as amended, which map and all notations and information thereon are made a part of this title by reference.

Where uncertainty exists as to the boundaries of districts as shown on the zoning map, the rules of this section shall apply.
A. 
Centerlines. Boundaries indicated as approximately following the centerlines of streets, highways, or alleys shall be construed to follow such centerlines.
B. 
Lot lines. Boundaries indicated as approximately following plotted lot lines shall be construed as following such lot lines.
C. 
City limits. Boundaries indicated as approximately following city limits shall be construed as following such city limits.
D. 
Waterways. Boundaries indicated as approximately following the centerlines of streams or creeks shall be construed to follow such centerlines.
E. 
Distances. Distances not specifically indicated on the official zoning map shall be determined by the scale of the map.
F. 
Discrepancies. Where physical or cultural features existing on the ground are at variance with those shown on the official zoning map, or in other circumstances not covered by subsections A through F of this section, the zoning administrator shall interpret the district boundaries.

All territory annexed to the city shall be pre-zoned and considered to be in the R-1 single-family residential district until otherwise classified.
