The purpose of this chapter is to regulate dwellings, single and multiple, within the city by requiring the owners thereof to comply with the structural specifications set forth in this chapter in order to assist in making such buildings more secure against burglaries and other unlawful trespasses.

For the purposes of this chapter the following words shall have the meanings ascribed to them as follows:
A. 
“Building”
means a structure having a roof supported by columns or walls for the housing or enclosure of persons or chattels.
B. 
Building, New.
“New building” means any building constructed pursuant to a permit issued by the city department of public works pursuant to an application filed after the effective date of the ordinance codified in this chapter.
C. 
“Cylinder”
means the part of a lockset that has an entrance for the key, and thereby activates the locking mechanism.
D. 
“Deadbolt”
means a bolt which has no automatic spring action and which is operated by a key cylinder, thumbturn, or lever, and is positively held fast when in the projected position.
E. 
“Deadlatch”
means a latch in which the latch bolt is positively held in the protected position by a guard bolt, plunger, or auxiliary mechanism.
F. 
“Door”
means a movable frame of wood, or other material on hinges, giving ingress or egress from a room, building or other enclosure.
G. 
Door, Double.
“Double door” means a pair of doors enclosing a single opening.
H. 
Door, Dutch.
“Dutch door” means a single door divided into upper and lower sections operating independently of one another or acting together as a single door.
I. 
Door, Metal.
“Metal door” means a door constructed of sixteen-gauge steel or its equivalent in strength.
J. 
Door, Overhead.
“Overhead door” means any door which when opened is stored overhead.
K. 
Door, Sliding.
“Sliding door” means any door that slides open sideways.
L. 
Door, Solid Core.
“Solid core door” means any door constructed out of block wood strips with the grain running in different directions or any filled core door of equivalent strength.
M. 
“Door stops”
means that projection along the top and sides of a door jamb which checks the door’s swinging motion.
N. 
“Dwelling”
means a building or portion thereof designed exclusively for residential occupancy, including single-family and multiple family dwellings.
O. 
Dwelling, Multiple.
“Multiple dwelling” means a building or portion thereof designed for occupancy by three or more families living independently of each other, including hotels and motels.
P. 
Dwelling, Private.
“Private dwelling” means a building designed exclusively for occupancy by one family, including duplexes, semidetached dwellings, and townhouses.
Q. 
“Flush bolts”
means deadbolts on inactive doors which fit into the top and bottom door edges with the activating lever in the side edge.
R. 
“Latch”
means a device for automatically retaining the door in a closed position upon its closing.
S. 
“Lock”
means a device for fastening, joining, or engaging two or more objects, and in a locked or fastened condition limits, and in an unlocked position permits, relative movement or separation of the objects, and includes a means to operate the device into the locked or unlocked position.
T. 
“Occupancy”
means the purpose for which a building is to be used. The term also includes the building or room housing such use. Change of occupancy is not intended to include change of tenants or proprietors.
U. 
“Security hinge”
means a hinge which has nonremovable pins or so constructed that when the door is closed and pins are removed the door cannot be removed.
V. 
“Security screening”
means wire cloth screening or equivalent material capable of withstanding five fifty-footpound impacts.
W. 
“Sixteen-gauge steel”
means any steel, the thickness of which is not less than .05082 of an inch.
X. 
“Strike box”
means a strike plate which has a metal throat which encases a deadlatch or bolt when in the locked position.
Y. 
“Strike plate”
means that piece of metal secured to a door jamb which houses a door latch in the closed position.
Z. 
“Throw”
applies to and signifies the outward movement of a bolt or latch and is the distance such bolt or latch travels from the locked position.
AA. 
“Throw bolt”
means a manually operated deadbolt for an inactive leaf such as a flush bolt, normally placed on the inside portion of the door.

A. 
The specifications in the schedule of building security specifications codified in Sections 15.40.040 through 15.40.060 shall be complied with whenever any of the items of building equipment listed in said schedule are installed in any dwelling building within the city pursuant to a permit issued by the building inspection division of the department of public works when said permit is issued after January 16, 1980.
B. 
The above provisions shall apply to alterations and additions as well as new dwelling buildings.

The following specifications shall be complied with whenever the items of building equipment mentioned in this section are installed in any dwelling building or in any addition or alteration thereto covered by this chapter:
A. 
Exterior wood door. Each exterior wood door shall be of solid core construction of one and three-quarter inch thickness except that such door may be of hollow core construction of sixteen-gauge sheet steel, or equivalent material, is installed on the inside of the door and is secured with screws six inches on center. Such door shall be equipped with a deadbolt and a deadlatch and each hinge shall be secured to the wood jamb with two inch full thread wood screws and secured to the door edge with one inch full thread wood screws.
B. 
Exterior sliding door. Each lock on each exterior sliding door shall be capable of withstanding pressure in any direction. Such door shall not lift out of its track when in the locked position.
C. 
Exterior door jamb. Each exterior door jamb shall be installed in a manner to prevent violation of the strike. Such jamb shall have stops on the inswinging wood doors of one-piece construction or rabbeted or be so constructed as to prevent the jamb from being bent or fractured.
D. 
Exterior outswinging door. On each exterior outswinging door, each hinge shall be a security-type hinge.
E. 
Exterior window. Each lock on each exterior window shall be capable of withstanding pressure in any direction. Such window shall not lift out of its track when in the locked position. Each stop on the outside wooden framed exterior fixed windows must be of one-piece construction or rabbeted.
F. 
Deadbolt. Each deadbolt shall contain saw-resistant material, have a one inch throw or three-quarter-inch throw if of the hook or expanding type, and have the throw encased in metal.
G. 
Deadlatch—Latch. Each deadlatch or latch shall have a one-half-inch throw.

In addition to the specifications set forth in Section 15.40.040, the following specifications shall also be complied with whenever the following items of building equipment or facilities are installed in any multiple dwelling building or in any addition or alteration thereto which is covered by this chapter:
A. 
Entrance door. Each entrance door, other than a door at the location of a vehicle ingress or egress, to the garage or to a lobby or stairwell shall be equipped with a keyed self-locking deadlatch and with an automatic door closer.
B. 
Sheltered parking. Where any portion of an automobile space is located within the perimeter of any such multiple dwelling building, such parking space shall be fully enclosed and provided with a door at the location of vehicle ingress and egress to and from such space and which has a keyed self-locking device or other approved locking device.
C. 
Entrance doors to units. Entrance doors to individual units shall not be master keyed to any of the abovementioned doors and shall be equipped with a deadlock and a self-locking deadlatch which has the deadbolt and deadlatch retracted by a single action of the inside doorknob. In addition, each of such entrance doors shall be provided with a peephole.

In addition to the specifications set forth in Section 15.40.040, the following specifications shall also be complied with whenever the following items of building equipment are installed in any private dwelling or in any addition or alteration thereto which is covered by this chapter.
A. 
Exterior door. Each single door, the active leaf of each double door, and bottom leaf of each Dutch door, shall be equipped with a deadbolt and deadlatch and may be activated by one lock or individual locks. The inactive leaf of each double door and the upper leaf of each Dutch door shall be equipped with a flush bolt or deadbolt.
B. 
Garage door. Each metal or wooden overhead and sliding garage door shall be equipped with either a cylinder lock, a padlock with hardened steel shackle and hasp, throwbolts, or an electrical power-operated mechanism. Each of such doors which has bottom vents shall be protected with security screening in the vents or else the locking mechanism shall be installed more than forty inches from each vent.

When access to or within a structure is delayed because of secured openings and where immediate access is necessary for the emergency response of the police, the city may require, at the request of the chief of police, a key box to be installed in an accessible location.
The key box shall be of a type approved by the chief of police and shall contain keys to gain necessary access. Any key box currently in place as required under the State of California Uniform Fire Code, Section 10.209, does not satisfy this chapter, as the local fire service mandates a separate and exclusive key box for their use in firefighting and lifesaving efforts.

Any person who violates any provisions of Section 15.40.070 of this chapter shall be guilty of an infraction and upon conviction thereof shall be punished therefor as provided in Section 1.08.020 of this code.
