The Library Board shall consist of five members appointed by the City Council of the City of Albertville to serve staggered terms of four years each. The initial appointments shall be for one-year, two-year, three-year, and two four-year terms to establish the staggered cycle. Thereafter, all appointments shall be for four years.

The members of the Library Board shall receive no compensation from the City for their services.

As soon as practical upon the appointment of the members of each new Board, they shall meet and elect officers which shall consist of a Chair, Vice Chair, and Secretary. The Board shall have such regular and special meetings as it may from time to time provide for by resolution entered upon its minutes.

Vacancies in the Board shall be filled by the Council and shall be for the unexpired term.

It shall be the duty of the Library Board to make recommendations to the Mayor and Council regarding the operation and maintenance of the City library facilities and to promote the use and expansion thereof; to provide oversight of the Library Director; to assist in long-term planning and strategic development of library services; to review and approve policies related to library services and operations; and to perform such administrative and supervisory functions as may be delegated by the Council. The Library Director shall be responsible for the supervision of all library personnel and daily operations.

It shall be unlawful for any person to willfully detain or fail to return any book, periodical, or any property of the Albertville Public Library for 30 days after notice is given to return the same, and any violator shall be guilty of a misdemeanor.
