It shall be unlawful for the owners or occupants of any building in the City to permit or cause to be poured, thrown, or run in, into, upon or against any of the sidewalks of the City any water collected on any of the buildings in the City, either by permitting the same to run onto the sidewalks or to be poured thereon or thrown from any gutter or downpipes, pipes or passageways leading from any of said buildings onto, over, on or against any of the sidewalks of the City, but nothing in this section shall prevent the owners or occupants of any building from so constructing waterspouts, gutters or downpipes to their buildings so as to convey said water through an opening underneath any sidewalks, provided it is so constructed as not to operate upon or over the sidewalks, or pour thereon from said building.
