Any vehicle parked upon a public street or alley of this City at a place, or in a manner, or for a length of time prohibited by an ordinance of the City is, if unoccupied or unattended, hereby declared to be an obstruction to traffic in such street or alley and is a public nuisance. This includes any area on a public street or alley that is not clearly marked by the City with striping, painted curb, or otherwise marked as a designated parking area.

Any police officer of the City is authorized to cause any vehicle declared to be a nuisance by § 26-31 to be removed to and impounded in a depository provided for such purpose. Said depository may be one maintained by private parties or one maintained by the City.

As used in §§ 26-35 through 26-38, the following terms shall be as defined herein:
LARGE VEHICLE
Any vehicle which is as much as 20 feet in length and the highest point of which is as much as eight feet in height, and also any vehicle which is as much as 25 feet in length regardless of its height.
MOTOR VEHICLE, ETC.
"Vehicle," "motor vehicle," "motor truck," "farm tractor," "road tractor," "trailer," and "semi-trailer" shall have the same meanings as given to them respectively by state statute as set forth in § 32-1-1.1 of Title 32 of the Code of Alabama, and such other of the words and phrases set forth in said section of said Code to which meanings have therein been ascribed shall have the same meanings herein.
PARK, TO PARK
In addition to the ordinary meaning of the term, as applied to a vehicle, such words shall also mean, as applied to a vehicle, to leave such vehicle standing in any place, except while it is actively and actually being loaded or unloaded.
VEHICLE
Automobile, bus, motor vehicle, truck, motor truck, truck trailer, road tractor, trailer and semi-trailer.

It shall be unlawful to park or leave standing any trailer or semi-trailer detached from a tractor or road tractor on any of the above-named streets.

It shall be unlawful in any street, or other public place, except in the case of an emergency, such as a breakdown, for any person, except in front of his or her own or his or her employer's place of business, to unload any goods, wares, merchandise or other things from one vehicle into another vehicle.

The Chief of Police is authorized to grant permission to interstate or transient trucks and vehicles subject to regulations of §§ 26-35 and 26-37 to park temporarily or overnight on any street he or she may designate, notwithstanding the provisions of said sections to the contrary.

It shall be unlawful for any person to stand, loiter, walk or run upon any street, park, public place or any portion of private property which has been set aside by the owner thereof for the use of customer vehicular travel or parking, so as to obstruct the free use and passage thereon by other persons.

(a) 
It shall be unlawful for any person to stop or park a vehicle in any shopping mall or shopping center in the City or its police jurisdiction:
(1) 
In such a manner so as to block access to such mall or shopping center by emergency vehicles; or
(2) 
Within 15 feet of a fire hydrant; or
(3) 
In any designated fire lane.
(b) 
All such vehicles unlawfully parked or stopped will be subjected to being towed and impounded by the Police Department at the owner's expense.
(c) 
The minimum fine to be imposed for the violation of this section shall be $50.
(d) 
A fire lane is defined as now contained in § 12-7 et seq., Code of Ordinances for the City of Albertville.
