The provisions of this article imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.

Except as provided for hereafter, no person shall park or leave standing a vehicle, whether attended or unattended, on any street in the Township between the hours of 2:00 a.m. and 5:00 a.m.
A.
First responders, as defined herein, may secure a permit as provided for hereafter to allow overnight parking for such first responders and as an exemption from the prohibition of overnight parking hereunder. The term "first responder" is defined as any active member of the Township of Washington Volunteer Fire Department or the Township of Washington Volunteer Ambulance Corp. The term "active" is defined as a first responder who is on call to respond to emergency calls from their respective emergency service organizations.
B.
First responders who wish to avail themselves of the overnight parking exemption must apply in writing to the following officer of their respective emergency service organizations: (a) the Director of the Fire Department; (b) the Captain of the Ambulance Corp. If such officer deems the request to be meritorious, a permit application shall be furnished to the first responder for completion and submission to the Mayor for approval which, if given, shall authorize the first responder to request the Clerk to issue an overnight parking permit to the first responder, who shall affix the permit to the left rear window of the approved automobile, or behind the driver side if a pickup truck, by peeling off the permit and having it adhere to the glass.
C.
The completed permit application shall be submitted with a current insurance card for the vehicle to be utilized for emergency calls, such vehicle shall be owned by or leased to the first responder, and same shall not be a commercial vehicle. Each household in which the first responder resides shall be limited to one overnight parking permit. Permits shall be valid for the one calendar year (January through December) in which the permit was issued regardless of the month in which issued, and must be renewed each calendar year utilizing the same procedure as set forth in subsection B above.
D.
There shall be no overnight parking on any existing county road within the Township ( s shown on the official County Map or in the County Master Plan) regardless of issuance of a permit hereunder to a first responder, including but not limited to the following streets: the Garden State Parkway, Washington Avenue, Pascack Road, Wearimus Road, Van Emburgh Avenue, Lincoln Avenue and East Glen Avenue/Ridgewood Road, nor during any snow event, or upon the declaration of an emergency by an individual or governmental agency with authority, for inclement weather or any other reasons.

A.
The Chief of Police, or his designee, is authorized to allow temporary overnight parking on a public street or municipal parking area. Any such permission shall not supersede the provisions of N.J.S.A. Title 39 or permit parking in a prohibited area or be in violation of §§ 223-28, 223-29, 223-31, 223-45, 223-68 or 223-69 of the Township Code.
B.
Requests for temporary overnight parking shall be made to the police department through a manner which shall be prescribed by the Chief of Police or his designee and made known on the official police department website or by calling the Police Communications Center.

The following vehicles shall be exempt from the parking permit restrictions:
A.
Emergency vehicles. Emergency vehicles and public service, telephone and other public utility vehicles may park within the permit parking area during the time they are rendering service or repairs within the area.
B.
Municipal vehicles. Township of Washington vehicle or vehicles of other governmental entities assisting Township of Washington municipal vehicles may park without a permit.

A.
Applications for extended "exceptional hardship" parking permits under this chapter shall be made under the following terms and conditions:
(1)
To be eligible for a parking permit, the owner or tenant of a residential property shall provide both proof of residency and a valid vehicle registration for the vehicle parked at or in the vicinity of the residence location. The vehicle shall be registered to the residence location. Permits are issued for each vehicle separately.
(2)
The issuance of a permit does not guarantee a parking space.
(3)
The permit is only valid for the specified request (overnight).
(4)
The vehicle must be parked in front of your house, or in close proximity to your apartment, unless prohibited by a fire hydrant, no-parking zone, etc.
(5)
If an actual permit document is issued it must be displayed in the vehicle as prescribed by the issuing authority.
B.
"Exceptional hardship" shall mean the applicant is prohibited from parking on the driveway or parking area of his premises for any of the following situations:
(1)
Construction, reconstruction or some other physical impediment relating to same.
(2)
Medical necessity or infirmity.
(3)
Work hours.
(4)
Visitors.
(5)
No driveway or parking area.
(6)
More vehicles than fit in the driveway or parking area.
(7)
Such other set of circumstances wherein, at the discretion of the Chief of Police or his designee, the waiver of the parking prohibition outweighs the necessity of its enforcement.
C.
An application for exceptional hardship permit is not assurance that the permit will be issued.
D.
After application has been accepted and approved, a monthly or annual fee to park shall apply as prescribed herein.
E.
Notwithstanding anything to the contrary contained herein, an exceptional hardship parking permit granted pursuant to this section shall not supersede or allow the permit holder to park in violation of the ordinances contained in Chapter 223, Article IV, "Emergency Regulations" of this code which, among other things, prohibits all street parking during any snow event or upon the declaration of an emergency by an individual or governmental agency with authority, for inclement weather or for any other reason.
F.
Notwithstanding anything to the contrary contained herein, an exceptional hardship permit shall not permit the holder to park in excess of 48 hours continuously on a street.

Permits will be invalid upon expiration and must be surrendered to the issuing authority or be destroyed.

A.
The application for and issuance of an exceptional hardship parking permit shall be governed by the following procedure:
(1)
Application for an exceptional hardship parking permit shall be made in writing on forms provided by the Township at police records for a fee established pursuant to Chapter 212 of this code and collected by the Police Department.
(2)
Upon issuance of a permit the Police Department shall collect a permit fee in the amount as established in § 223-17.6 B below.
(3)
Permits issued under this section shall not be transferable in any manner.
(4)
The Police Department shall maintain records of all permits, including the registered owner of each vehicle and the address at which each vehicle may be parked in during prohibited hours.
(5)
The Township Clerk shall prepare a record of all vehicles granted an exceptional hardship permission permit under this article and shall transmit same to the Police Department for inclusion in its records maintained under this section.
B.
Except as otherwise provided herein for each vehicle receiving an exceptional hardship parking permit hereunder a permit fee in the amount of $100 shall be due and payable upon issuance of such permit.
C.
The permit fees stated in § 223-17.6B above shall be waived for the following eligible residents:
(1)
Township of Washington veterans, active military and their spouses who meet the predetermined criteria based upon a policy set forth by the Township Administrator.
(2)
Township of Washington veterans who have been classified by the U.S. Department of Veteran's Affairs as having a 100% service-related disability and meet the predetermined criteria based upon a policy set forth by the Township Administrator.
D.
Permits shall expire at the end of the calendar year of issuance, and fees shall not be prorated for the period between issuance and expiration of the end of the calendar year.

The hardship parking permit shall be displayed in the vehicle in such a manner as to be clearly visible by an officer enforcing parking regulations.

No person shall park a truck, trailer or truck tractor at any time on any day upon any of the streets or parts of streets described in Schedule XIII (§ 223-68), attached to and made a part of this chapter.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XIV (§ 223-69), attached to and made a part of this chapter.
No person shall stop or stand a vehicle upon any of the streets or parts of streets described in Schedule XV (§ 223-70), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule XVI (§ 223-71) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVI, attached to and made a part of this chapter.
No person shall stop or stand a vehicle during the times specified in Schedule XVII (§ 223-72) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVII, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule XVIII (§ 223-73) at any time between the hours listed in said Schedule XVIII of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVIII, attached to and made a part of this chapter.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XIX (§ 223-74) except at the angle designated and only within the painted white stall lines.
The locations described in Schedule XX (§ 223-75), attached to and made a part of this chapter, are hereby designated as loading zones.
The locations described in Schedule XXI (§ 223-76), attached to and made a part of this chapter, are hereby designated as taxi stands.
The locations described in Schedule XXII (§ 223-77), attached to and made a part of this chapter, are hereby designated as bus stops.

No commercial motor vehicle shall park at any time on any roadway unless the driver thereof is actively engaged in providing the service for which the commercial motor vehicle is designed or customarily used.

A.
Motor vehicles may not be stored, parked, or maintained on any front lawn grass or dirt areas in residential districts. It shall be unlawful for any property owner, tenant or occupant to park or permit the parking of any motor vehicle on any front lawn grass or dirt areas in a residential district.
B.
The provisions of this section shall be enforced by the Police Department. Permission for the temporary parking of motor vehicles on front lawn grass or dirt areas may be granted by the Police Department, which shall have authority to suspend enforcement of this section for motor vehicles temporarily parked on front lawn grass or dirt areas pursuant to such permission granted by the Police Department.
C.
Any person who violates the provisions of this section, or permits a violation of this section on property owned or rented by such person, shall be subject to a fine in accordance with the following schedule: for a first offense, the sum of $25; for a second offense, the sum of $50; for a third offense, the sum of $150; for a fourth offense, the sum of $250; and for each offense thereafter, the sum of $500.
