The Select Board shall have the following powers and authorities, in addition to those set forth in any applicable state or federal law, special act of the Legislature, elsewhere in these bylaws, or by vote of the Town:
A.
The executive powers of the Town shall be vested in the Select Board, which shall be deemed to be the chief executive office of the Town. The Select Board shall have all of the executive powers it is possible for a Select Board to have and to exercise. The Select Board shall have the general direction and management of the property and affairs of the Town in all matters not otherwise provided for by law or these bylaws.
B.
The Select Board shall serve as the chief policymaking agency of the Town. The Select Board shall be responsible for the formulation and promulgation of policy directives and guidelines to be followed by all Town agencies serving under it and, in conjunction with other elected Town officers and multiple-member bodies, to develop and promulgate policy guidelines designed to bring the operation of all Town agencies into harmony.
C.
Licensing authority. Unless otherwise provided by law, the Select Board shall be a licensing board for the Town and shall have the power to issue licenses as otherwise authorized by law, to make all necessary rules and regulations regarding the issuance of such licenses, to attach conditions and to impose restrictions on any such license as it may issue as it deems to be in the public interest, and to enforce all laws relating to all businesses for which it issues any license.
D.
Appointments. The Select Board shall appoint the members of all multimember boards and commissions for which the manner of election or appointment is not otherwise provided for by law. The Board may remove any board or commission member that it appoints, for good cause shown, unless otherwise provided by law.

The Select Board annually shall appoint a Town Counsel for general purposes.
(2)
The Select Board shall annually appoint an Inspector of Wires as required by MGL c. 166, § 32, who shall enforce the provisions of the General Laws contained in said chapter and perform any other duties as provided by law.
(3)
The Select Board shall appoint, and may remove, all other Town employees for whom no method of appointment is otherwise provide for by law.
E.
The Select Board is authorized to adopt such policies and procedures, including personnel policies, as it shall deem in the best interests of the Town, and such policies shall be applicable to all Town departments, unless otherwise provided by law.
F.
The Select Board shall be agents of the Town to institute, prosecute and defend any claims, actions and proceedings to which the Town is a party or in which the interests of the Town are or may be involved.
G.
The Select Board, or its designee, may at its discretion compromise or settle any claim or suit to which the Town is a party within the amount of any appropriation available therefor or as otherwise authorized by law. The Select Board is authorized to enter into contracts on behalf of the Town, in accordance with any applicable provisions of law.
