INTRODUCTION Liberty Hill is located in Williamson County, Texas, about 29 miles north of Austin. It is part of the Greater Austin Metropolitan Area. The first settlers arrived in Liberty Hill in the 1840s. The City was incorporated in 1999. Liberty Hill has been operating as a Type A general law City. The City reached over 5,000 in population in 2023.
PREAMBLE We the people of the City of Liberty Hill, Texas, under the constitution and laws of the State of Texas, in order to secure the benefits of local self-government and to provide for an honest and accountable City -Manager government, do hereby adopt this Charter and confer upon the City the powers stated in this Charter, and prescribe by the following procedures and governmental structure. By this action, we secure the benefits of home rule and affirm the values of representative democracy, professional management, strong political leadership, public engagement, diversity, inclusiveness, and regional cooperation. We also affirm the conviction of our founding fathers that we are all created equal and are endowed by our Creator with certain God-given and unalienable rights, including the right to life, liberty, and the pursuit of happiness. Therefore, we affirm the value and inherent worth of every person and we affirm every individual's freedom of thought, speech, and belief.
