(a) 
Designation and membership. Pursuant to G.S. § 22a-354o, the Planning and Zoning Commission of the Town ("Commission") is authorized to be the Aquifer Protection Agency of the Town ("Agency"). Each member of the Commission shall be a member of the Agency, and the term of each member on the Commission shall be co-extensive with his term on the Agency. Each alternate member of the Commission shall be an alternate member of the Agency, and the term of each alternate member on the Commission shall be co-extensive with his term on the Agency. All articles, rules and regulations pertaining to the method of selection and removal of members and alternate members and the filling of vacancies on the Commission shall be deemed to be applicable in equal force and extent to the Agency.
(b) 
Powers and duties. The Agency shall have all such powers and duties, and shall be bound by such requirements, obligations and limitations, as may be prescribed by law.

(a) 
Established. There is hereby established the Town Inland Wetlands Commission.
(b) 
Members; electors. The Commission shall consist of seven members who shall be electors of the Town and who shall serve without compensation.
(c) 
Appointment of members; filling of vacancies. Members of the Commission shall be appointed by the Town Council. Any vacancy in the membership of the Commission shall be filled by appointment by the Town Council for the unexpired portion of the term in which the vacancy exists.
(d) 
Terms of members. Except for an appointment to fill a vacancy in an unexpired term, members of the Commission shall be appointed for terms of four years, which terms shall expire on the fourth December 31 next succeeding the effective date of the term of which such appointments are made.
(e) 
Removal of members. The Town Council, upon good cause shown, may, by resolution adopted by the Town Council, remove any member of the Commission from membership on the Commission in accordance with the provisions of the Town Charter. The absence of a member from 50 percent of regular meetings of the Commission within a fiscal year shall constitute a cause for removal from the Commission by the Town Council.
