As used in this article, the term "fire lane" means any fire zone or fire lane designated or established by the Fire Marshal under the provisions of the General Statutes and the State Fire Safety Code for the orderly access to any premises open to the public of fire and other emergency equipment.

Any violation of Section 20-25 or Section 20-26 shall be punishable by a fine of not less than $40.00 and not more than $100.00.

This article shall apply to all fire lanes established for the orderly access of fire and other emergency equipment to any premises open to the public.

Promptly upon the establishment or designation of a fire lane, the Fire Marshal shall notify in writing the owner or owners of the affected premises of the establishment of the fire lane. The notice shall specify the location and dimensions of the fire lane and shall include a copy of this article. Said notice may be delivered personally or sent by certified mail to the address of the owner or owners appearing in the records of the Town Tax Collector. A copy of each such notice shall also be sent to the Town Traffic Authority.

Within 45 days after receipt of notice under Section 20-24, the owner or owners of any premises upon which a fire lane has been established shall cause to be erected, installed and maintained, at the expense of the owner or owners, such permanent signs or markings as the Town Traffic Authority may require for the posting of fire lanes.

The owner or owners of any premises upon which any fire lane has been established shall keep said fire lane free of ice and snow and rubbish containers or other obstructions.

Any police officer, upon finding a motor vehicle parked within a fire lane in violation of this article may take such motor vehicle into his custody and cause the same to be towed to any public or private parking facility designated for such purpose by the Chief of Police. Subject to the provisions of G.S. § 14-150, all expenses of such towing and any subsequent storage shall be borne by the registered owner of such vehicle.
