Applications for employment will be accepted only when there is a vacant position within the City during the prescribed application period. All applications shall be made on forms prescribed by the City Administrator. Employment applicants will be maintained as active for one (1) year for all eligible persons applying for employment as Police Officers and Firefighters. All other persons shall be required to file a separate application for employment at the time of the job announcement.

Department Heads shall notify the City Administrator of pending vacancies. The City Administrator shall review the information and determine whether the vacancy shall be filled. Where appropriate, the City Administrator will appoint an employee to serve in an acting capacity pending a full-time appointment to the position.

Vacant positions will normally be filled only after the vacancy has been properly announced. Job announcements will describe the general criteria and qualifications of the position.

The screening process of applicants shall include but not be limited to one (1) or any combination of the following as determined by the City Administrator in consultation with the Department Head: oral interview, evaluation of experience, education and training, reference checks, written examinations, performance evaluations, aptitude testing, psychological evaluations, background investigation, or other measures as need arises. Following a conditional offer of employment, an applicant may be required to complete physical assessment testing and drug testing.

Current City employees are encouraged to apply for vacant positions for which they are qualified. An employee's past service will be considered in the applicant screening process. All job announcements will be placed on the department bulletin board.

A. 
When a vacancy occurs, the City Administrator in consultation with the affected Department Heads may approve a transfer of an interested employee between departments.
B. 
An employee may be required to transfer to another position if such a move is in the best interest of departmental operations, or the City generally.

Former employees of the City of Glendale who seek reinstatement, regardless of time since separation, shall be required to compete for a position with any other qualified individuals. The past service of former employees who apply for a vacant position will be considered in the applicant reviewing process. Former eligible employees who are rehired may "buy back" their retirement plan in accordance with Local Government Employees Retirement Systems (LAGERS) procedures. In all other respects, former employees who are rehired shall be treated the same as other new employees.

It shall be the policy of the City of Glendale not to employ any member of a classified, exempt, temporary, or part-time service employee's immediate family or the person whom the employee is dating in the same department or in any capacity which results in an employee directly supervising a member of his or her immediate family or supervising a person whom the employee is dating. This Policy applies to promotions, demotions, transfers, reinstatements, and new employees. Employees who have direct supervisory/subordinate relationships are prohibited from dating. For purposes of definition, immediate family means, by blood or marriage, spouse, domestic partner, grandfather, grandmother, father, mother, son, daughter, brother, sister, uncle, aunt, nephew, niece, first cousin, half brother, half sister.

A. 
The City Administrator may remove from further consideration the application of an applicant who:
1. 
Does not meet the minimum qualifications established for the position.
2. 
Has made a false statement of material fact, or practiced deception in his or her application.
3. 
Has an unsatisfactory employment record of such a nature as to demonstrate unsuitability for employment.
4. 
Has been convicted of a felony or criminal conduct that the City Administrator deems related to the job duties for the position for which the applicant is applying.

An orientation session will be held for new employees on the first day of employment. Employees will report to the Administration Department on the first day of work and complete necessary forms and documents as well as receive information regarding City policies, organizations, benefits and services offered.
