The City Administrator shall be responsible for the development and promotion of in-service training of employees in order to improve the quality of City service and to assist employees in preparing themselves for advancement in City employment.

A. 
An employee who enters a job-related training or college degree program with the prior approval of his or her Department Head and the City Administrator may be reimbursed for all or a portion of the expenses such as tuition and books upon successful completion of the program. Successful completion shall normally mean at least a C or 2.0 grade point average for college credit courses. Approval for such training and/or reimbursement may be dependent upon budget allocation. An expense advance may be issued if recommended by the Department Head and approved by the City Administrator, in which case the employee may be required to sign a loan agreement with the City for such advance and contingent upon remaining an employee of the City for a reasonable length of time.
B. 
Employees shall be reimbursed a maximum of two thousand five hundred dollars ($2,500.00) per calendar year, subject to budget allocation.
C. 
Employees must remain employed with the City of Glendale for a period of twelve (12) months following a tuition reimbursement payment. Failure to do so will result in the employee being required to pay back the tuition reimbursement to the City.

Dues for various professional organizations in which membership therein benefits the City service and employee development will be paid with the Department Head and City Administrator's approval. Such organizations, include, but are not limited to: Missouri Municipal League, Municipal League of Metro St. Louis, International City and County Management Association, Missouri City Management Association, St. Louis Area City Management Association, American Society For Public Administration, International Police Chiefs Association, Missouri Police Chiefs Association, St. Louis Area Police Chiefs Association, Law Enforcement Officials of Greater St. Louis, International Fire Chiefs Association, Missouri Valley Fire Chiefs Association, American Public Works Association, Missouri Public Works Association, etc.
