This article shall be known as the "Street Cleaning Ordinance."

Certain words as used in this article are defined as follows:
The use of a specialized vehicle that washes, sweeps and removes debris accumulated on designated streets on scheduled days and times.
Includes all automobiles, trucks, motorcycles, buses, boats, trailers, house trailers, tractor-trailer trucks, motor homes, utility trailers, or the like in which any person or thing may be carried.
The Chester City Council finds and declares that:
A.
The Department of Streets and Public Improvements is hereby authorized and directed to erect, or cause to be erected, all necessary notices, signs, warnings, and markings, necessary to give notice of, and to carry into effect, the provisions of this article.
B.
Parking may be prohibited for street cleaning purposes for a maximum of six hours per day. No parking street cleaning signs shall not prohibit parking on both sides of the same street for the same period. Temporary no parking street cleaning signs shall be posted not less than 18 hours prior to the time during which parking is prohibited.
A.
A schedule of six-hour routes to sweep or otherwise clean each City street twice per month.
B.
Said schedule shall be filed with the City Clerk and the City Engineer and will be available for inspection during normal business hours.
C.
The six-hour periods-during which street cleaning is to be effected shall be clearly posted at intervals along each City street.
D.
No parking shall be permitted on the side of the street scheduled for cleaning during such six-hour period.
A.
The City's Street Cleaning Program will operate Monday through Friday, beginning in April and continuing through November.
B.
The parking of vehicles on the streets in the areas listed below, at the below listed time is prohibited to permit the orderly operation of the Street Cleaning Program.

Except as otherwise provided in the Commonwealth Vehicle Code,[1] whosoever violates any provision of the Traffic Code where a penalty is not provided by any other City Ordinance shall be fined not more than $35 and costs, to be collected by a summary conviction, and in default of payment thereof shall be imprisoned not more than 10 days.
