For purposes of this article the following definitions shall apply:
ALCOHOL
Means ethyl alcohol of any degree or proof originally produced by the distillation of any fermented liquid, whether rectified or diluted with or without water, whatever may be the origin thereof, and includes synthetic ethyl alcohol, but does not mean or include ethyl alcohol, whether or not diluted, that has been denatured or otherwise rendered unfit for beverage purposes.
PERSON
Includes any individual whether a resident or nonresident of the City and whether male or female.
PUBLIC WAY OR PLACE
Means every way or place, of whatever nature, located within the City, open to the use of the public as a matter of right, for the purposes of vehicular or pedestrian travel.
No person shall willfully consume in or upon public ways or places within the City any beverage containing any percentage of alcohol whatsoever.

Any person who violates any provision of this article shall, upon conviction in a summary proceeding, be fined not more than $600 and, in default of payment thereof, shall be imprisoned not more than 90 days.
