A. 
The operator of a vehicle emerging from an alley, driveway or building shall stop such vehicle immediately prior to driving onto a sidewalk or onto the sidewalk area extending across any alleyway.
B. 
No person shall drive any vehicle upon, across or along any paved sidewalk or grass plot, except where driveways or public or private alleys are located.
The speed limit on all of the avenues, streets and highways of the City is hereby fixed at 25 miles an hour, except where otherwise specifically restricted by laws of the Commonwealth.
No driver of a vehicle shall proceed across or past an intersection or crossing of intersecting streets or any other place where a stop sign is displayed without coming to a full stop.

The provisions of this section shall not apply during detours and construction periods, nor to buses and vehicles transporting passengers for pay or hire, vehicles of the Police Department or of any fire company, vehicles of any public utility company engaged in the performance of public utility work, vehicles making local deliveries or rendering service to occupants of buildings or other persons on the streets listed in Subsection A hereof, or to vehicles owned by or performing work for the United States of America, the Commonwealth of Pennsylvania or any political subdivision thereof.
C. 
Restricting all truck traffic to State highways, (except local deliveries).
(1) 
Specifically, restricting all truck traffic for industrial and commercial enterprises located in the waterfront areas South of Second Street (RTE. 291) to the streets that are State highways.
(2) 
Restricting all "trash and waste" haulers to Second Street (RTE. 291).[1]

Any person operating a vehicle in violation of § 528-14 shall, upon conviction, be sentenced to pay a fine of not less than $25 and not more than $100.
B. 
Whoever violates § 528-15 shall be fined $25.
