A. 
The J. Lewis Crozer Library is hereby authorized and designated to act as the legal agent of the City of Chester to provide library service to all City residents and taxpayers.
B. 
This section shall not oblige the City to spend any funds whatsoever unless the same are specifically approved by Council.
