As used in this article, certain terms are defined as follows:
PAWN TICKET
Means the card, book, receipt or other record furnished to the pledger at the time a loan is granted containing the terms of the contract.
PAWNBROKER
Means any person who:
A. 
Engages in the business of lending money on the deposit or pledge of personal property, other than choses in action, securities or written evidence of indebtedness; or
B. 
Purchases personal property with an expressed or implied agreement or understanding to sell it back at a subsequent time at a stipulated price; or
C. 
Lends money upon goods, wares or merchandise pledged, stored or deposited as collateral security.
PLEDGE
Means an article deposited with a pawnbroker as security for a loan in the course of his business.
PLEDGER
Means the person who obtains a loan from a pawnbroker and delivers a pledge into the possession of a pawnbroker, unless the person discloses that he/she is or was acting for another in which case "pledger" means the disclosed principal.

A. 
No person shall act as a pawnbroker unless he has obtained a license from the Office of the City Clerk.
B. 
No license to act as pawnbroker shall be issued unless the applicant:
(1) 
Has been licensed by the Commonwealth of Pennsylvania as required by the Act of April 6, 1937, P.L. 200, 63 P.S. § 281, as amended; and
(2) 
Pays an annual license fee of $100.

A. 
No pawnbroker shall transact any business on Sunday.
B. 
No pawnbroker shall accept any pledge or effect any redemption before 8:30 a.m. or after 5:00 p.m., except that pawnbrokers may accept pledges or effect redemptions until 9:00 p.m. on Friday and until 6:00 p.m. on Saturday.
C. 
Every pawnbroker shall turn over to the Police Department at the end of each day a copy of every pawn ticket furnished to any pledger.
D. 
Every pawnticket should contain the following information:
(1) 
The date and time of the transaction;
(2) 
The name and address of the pawnbroker;
(3) 
The name and address of the pledger;
(4) 
The name and address of the disclosed principal, if any;
(5) 
The amount of the loan;
(6) 
The serial number of the loan;
(7) 
Description of the pledge;
(8) 
The due date of the loan;
(9) 
The total amount of principal, interest and charges required to redeem the pledge on the due date;
(10) 
A statement setting forth that the pledge may be sold after 90 days of the due date of the loan, if not redeemed;
(11) 
The pledger's motor vehicle operator's number or social security number or if the pledger does not have this information, show other proof of identity as may be required.

Whoever acts as pawnbroker without a license or violates § 376-3C or any other provision of this article or any term or condition of a license, in addition to any other sanction, upon conviction in a summary proceeding, shall be fined not more than $600, and imprisoned not more than 90 days if the fine and costs are not paid.
