A. 
Every person conducting the business of a secondhand dealer shall keep a book in which shall be recorded at the time of each purchase, an accurate account and description of the following goods, articles and things purchased:
(1) 
Jewelry and silverware of all kinds and descriptions;
(2) 
Clothing and household linens of all kinds and descriptions;
(3) 
Bric-a-brac, pictures and chinaware;
(4) 
Guns and revolvers;
(5) 
Bicycles.
B. 
A record shall also be kept of the time of purchase together with the description of the person selling such goods, articles and things including the color of complexion, color of eyes and hair, and stature and general appearance.

Any secondhand dealer who violates any provision of this chapter, upon conviction in a summary proceeding, shall be fined not more than $600 and costs of prosecution and, in default of payment thereof, shall be imprisoned for not more than 90 days.
