No person shall cast, place or deposit on any street, alley or sidewalk of the City or any yard, dwelling or other building any paper, wastepaper, refuse or rubbish of any kind, provided, that nothing in this section applies to newspaper and mail delivery.
No person shall dispose of, throw or place any refuse, garbage, wastepaper or rubbish of any kind, upon any vacant lot in the City. The provisions of this section do not apply to any ground lawfully used as a landfill.

Whoever violates any provision of this chapter shall, upon conviction, be fined not more than $1,000 and costs, including the cost of cleaning up any lot upon which refuse, garbage, wastepapers or rubbish was deposited, and in default of payment thereof, shall be imprisoned for not more than 90 days. Any vehicle used in violation of the provisions of this chapter shall be forfeited.
