No person, firm, corporation, association, partnership and/or other legal entity shall post, secure, fasten or attach in any manner any printed, painted or written sign, poster, showbill, placard, circular or advertisement of any description whatever upon any pole, whether owned by a public utility company or not, tree, or any stationary object abutting any public street, highway or way within the City. Permitted exceptions to such prohibition are traffic control signs of any kind duly placed by the City or Commonwealth, judicial notices or public notices from any governmental body or agency.

Whoever violates any provision of this chapter shall, upon conviction in a summary proceeding, be fined not more than $600 and costs and, in default of payment thereof, shall be imprisoned for not more than 90 days. Each day's failure to comply with the provisions of this chapter shall constitute a separate violation hereof.
