Owners of houses and buildings in the City are hereby directed to number houses and buildings, and the following directions and rules are hereby prescribed for numbering the same:
A. 
On streets running east and west, Market Street from Delaware River to Sixth Street; Sproul Street from Sixth Street to Thirteenth Street; Edgmont Avenue from Thirteenth Street to the northwest City line, the Building Inspector shall proceed forthwith to renumber in accordance with the provisions of this chapter any houses or buildings which are incorrectly numbered.
B. 
In the numbering of houses on streets running northwardly, the Delaware River shall be the starting point. One hundred numbers shall be the allotment for each square, and the odd numbers shall be on the east side and the even numbers on the west side of such streets.
C. 
On streets where vacant lots exist, one number shall be allotted to every 20 feet of ground fronting on the street, unless a lot is to be built up with houses or buildings either less or more than 20 feet front, in which event the same shall be numbered as the Building Inspector may decide.
The Building Inspector shall have supervision over the numbering of houses and buildings, and shall arrange and revise such numbers. He shall, whenever necessary, furnish each owner of any house or building a written copy of the correct number assigned to such house or building.
A. 
After notice of a building number assignment has been served, the relative property shall be designated and known by such number in the books and accounts of City departments. Each property owner shall within 30 days after such notice cause a painted, carved or cast number to be placed in a conspicuous place upon such house or building in a permanent and durable manner.
B. 
Failure to affix such number is a violation and the Building Inspector shall report to the City Solicitor all such violations.

Any person who violates any provision of this chapter shall, upon conviction in a summary proceeding, be fined not more than $600 and costs and, in default of payment thereof, shall be imprisoned not more than 90 days.
