A. 
By virtue and in pursuance of the authority vested in it by Act No. 94 of 1978, passed by the General Assembly of the Commonwealth of Pennsylvania and approved on the 23rd day of June, 1978, by the Governor, a committee is hereby formed to be known as the "Vacant Property Review Committee."
B. 
The committee is formed for the purpose of carrying out the provisions of the aforesaid Act as stated therein.
A. 
The committee shall be made up of four members: a member of Council, a representative of the Redevelopment Authority of the City, a representative of the Planning Commission and a representative designated by the Mayor.
B. 
The members of the committee shall be appointed by the Mayor and Council.
