LOITERING
As used in this article, means conduct on the part of school age children which occurs during school hours in business establishments within the City, such frequenting of the establishments during school hours being in excess of 15 minutes.
A. 
No business in the City shall allow or permit school age children to loiter in its establishment during school hours, between 7:30 a.m. and 3:30 p.m.
B. 
Any operator of a business who permits loitering, as so defined, shall be guilty of a separate offense.
A violator shall be fined $100 for the first violation, $300 for the second violation and $500 for each violation thereafter.
