City of Chester, PA Article II Contract Procedure and Award

§ 29-7 Awarding of contracts.

All contracts where the amount exceeds $10,000 shall be awarded and given to the lowest responsible bidder, after advertising, as is provided in the Third Class City Code.[1]

§ 29-8 Placement and award by City Purchasing Agent.

The placement and the awarding of all contracts, both less than and more than $10,000 in amount shall be through the City Purchasing Agent in accordance with the rules and regulations established by such Purchasing Agent.
