No person shall ride any motorless bicycle, tricycle, pushmobile or other self-propelled contrivance at a greater speed than ten (10) miles per hour upon any street, nor shall any two (2) such vehicles be ridden abreast of each other.

(a) 
Applicability. This shall apply whenever skateboards, rollerskates, rollerblades, bicycles or tricycles are operated on any street or upon any highway or upon any sidewalk or any place where pedestrians walk.
(b) 
Standing, storage or placing of skateboards, rollerskates, rollerblades, bicycles or tricycles. No person shall stand, store or otherwise place any skateboards, rollerskates, rollerblades, bicycles or tricycles upon a highway, street, sidewalk or against any building abutting a sidewalk in such a manner which could obstruct or render injury to a pedestrian or interfere with vehicular traffic.
(c) 
Operation of skateboards, rollerskates, rollerblades, bicycles or tricycles on a sidewalk in the business E, professional business zone district or upon any lot or parcel of land belonging to or leased by the village or in or upon any building, structure or appurtenance upon such lot or parcel. No person shall ride or operate a skateboard, rollerskates, rollerblades, bicycle, tricycle, etc. upon a sidewalk within business E or professional business zone district or upon any lot or parcel of land belonging to or leased by the village, or in or upon any building, structure or appurtenance upon such lot or parcel, except upon paved roadways and parking areas, provided same does not interfere with pedestrian and/or vehicular traffic.
(d) 
Reflective clothing and other equipment.
(1) 
No person shall operate skateboards, rollerskates, rollerblades, bicycles, tricycles, etc., at nighttime unless he or she is wearing reflective clothing, which shall be visible from a distance of not less than fifty (50) feet and a maximum of three hundred (300) feet from the front, side and rear of the skateboards, rollerskates, rollerblades, bicycles or tricycles when directly in front of the lawful beams of a headlight on a motor vehicle.
(2) 
"Reflective clothing" shall be defined for the purpose of this section, as any shirt, vest, jacket or any other readily visible piece of apparel equipped with a reflective surface, such as phosphorescent tape or an equivalent reflective surface.
(e) 
Penalties for offenses; fees.
(1) 
Any person or persons violating any provision of this section shall be guilty of an offense and shall pay a fine for each and every offense.
(2) 
Any skateboards, rollerskates, rollerblades, bicycles or tricycles, operated in violation of this section may be immediately impounded. The village shall store such impounded skateboards, rollerskates, rollerblades, bicycles or tricycles, in a suitable, secure location. No impounded skateboard, rollerskate, rollerblade, bicycle or tricycle may be released until all storage costs and fees have been paid. The violator shall be responsible for the payment of all such costs and fees. The per diem storage fee shall be two dollars ($2.00) for the first offense and four dollars ($4.00) for a second offense. The impound fee shall be five dollars ($5.00) for the first offense and ten dollars ($10.00) for the second offense. For any further offense the per diem storage fee shall be fifty dollars ($50.00) and the impound fee shall be fifty dollars ($50.00).
