No persons other than those employed for such purpose by the village shall engage in the business of removing garbage, ashes or refuse from any premises or other places within the village without first obtaining an annual license.

In addition to the information required for a license application under section 10-2, each applicant for a license required under this division shall set forth in a sworn statement the following details:
(1) 
The place where the applicant will dump or otherwise dispose of the collections he will make.
(2) 
The place where his vehicles will be stored or garaged while not in use.
(3) 
The number, model, year of manufacture and license number of such vehicles.

Prior to the issuance of a license required by the provisions of this division, a fee in the amount established by resolution shall be paid to the village.

In addition to the grounds for such actions as provided in section 10-11, the mayor may refuse to grant a license required under the provisions of this division or he may cause the revocation of a license that has been issued, whenever it shall appear to him that the place selected or used for the storage of junk or vehicles or the equipment designed for use or used to collect junk or the method of collection or disposal will be detrimental to the welfare of the village or its residents.
