A. 
The Town Council shall hold a reorganization meeting within the first seven days of the calendar year. The time and date for said meeting shall be determined in advance and pursuant to the Open Public Meetings Act (OPMA).
B. 
At the reorganization meeting of the Town Council, the Council shall fix the time and place for holding meetings during the ensuing year. The time and place of said meetings may by changed by a majority vote of the Council.
The Mayor shall, when necessary, call special meetings of the Council; in case of his neglect or refusal, any four members of the Council may call such meeting at such time as they may designate; and in all cases of special meetings, reasonable advance notice, considered to be 48 hours except in case of emergency, shall be given in person to all members of the Council or left at their place of residence or sent by mail.
A. 
A quorum shall be three Council members and the Mayor, or, in the absence of the Mayor, four Council members.
B. 
If no quorum shall be present at any meeting, those assembled shall have power and are hereby authorized to set a new meeting date and then adjourn.

The following shall be the order of business for regular business meetings of the Belvidere Town Council: (workshop meetings may have a different order of business)
(1) 
Meeting called to order with the Pledge of Allegiance.
(2) 
Open Public Meetings Act statement.
(3) 
Roll call.
(4) 
Adoption of minutes.
(5) 
Presentation(s) (if needed).
(6) 
Public comment (agenda items only).
(7) 
Committee reports (regular business meetings only).
(8) 
Correspondence and reports.
(9) 
Previous business.
(10) 
New business.
(11) 
Resolutions.
(12) 
Ordinances.
(13) 
Appointments.
(14) 
Authorization to pay purchase orders.
(15) 
Public comment (any other matters of interest).
(16) 
Execution session (if needed).
(17) 
Adjournment.
B. 
The aforesaid order of business at any meeting may be changed by a majority vote of the members present at said meeting.
A. 
Except as otherwise required by the statutes or specifically provided in this chapter, all action of the Council shall be by a majority vote of those present.
B. 
Upon demand of one member of the Council or when ordered by the Mayor or when directed by statute, a roll call vote shall be taken and the yeas and nays entered in the minutes of the meeting.

A. 
Two public comment sessions shall be permitted at each meeting of the Belvidere Town Council. The first public comment session shall be for agenda items only. The second public comment session shall be for other matters of interest to the public.
B. 
Each person addressing the Belvidere Town Council or any other committee, commission or board shall be permitted a maximum of three minutes presentation time. Each public comment session shall be a maximum of 30 minutes.
C. 
Persons addressing the Belvidere Town Council or any other committee, commission or board shall not be permitted to make multiple presentations on the same matter nor shall they be permitted to transfer their allotted time to any other individual.
D. 
The public comment session shall be offered as an opportunity to share thoughts with the Mayor and Town Council. The Town Council may or may not respond to public comment at the time given but, all comments will be considered and addressed as appropriate. The Town Council may address comments at the meeting where the comments are offered or at a subsequent meeting under "previous business."
