(a)
Prohibited where indicated.
It shall be unlawful for the driver of any vehicle to turn such vehicle so as to proceed in the opposite direction or to make an 180-degree turn (U-turn) on any street posted by the traffic engineer with a sign indicating that such a movement is prohibited; however, U-turns shall be permitted when not so posted.
(b)
Safety of movement.
It shall be unlawful for the driver of any vehicle to make a U-turn in any event, unless such movement can be made in safety and without backing or otherwise interfering with other traffic.
