(a) 
Prohibited where indicated.
It shall be unlawful for the driver of any vehicle to turn such vehicle so as to proceed in the opposite direction or to make an 180-degree turn (U-turn) on any street posted by the traffic engineer with a sign indicating that such a movement is prohibited; however, U-turns shall be permitted when not so posted.
(b) 
Safety of movement.
It shall be unlawful for the driver of any vehicle to make a U-turn in any event, unless such movement can be made in safety and without backing or otherwise interfering with other traffic.

(a) 
Prohibited.
No person shall operate a motor vehicle off the pavement, main-traveled portion of the roadway, or a designated or permitted parking area onto any property without the effective consent of the owner thereof.
(b) 
Affirmative defense.
It is an affirmative defense to prosecution that the departure from the pavement, main-traveled portion of the roadway, or designated or permitted parking area was required due to an emergency malfunction of such motor vehicle and that there was no other safe place to operate the vehicle or was required due to an order by a peace officer.
(c) 
Exception.
It is an exception to the requirements of this section that the motor vehicle is a municipal vehicle performing municipal duties or public utility vehicle performing service within an easement.

(a) 
Definitions.
The following words, terms and phrases, when used in this section, shall have the meanings ascribed to them in this subsection, except where the context clearly indicates a different meaning:
Hazardous material
means any quantity, group, form or class of material designated as hazardous material in any official publication of the Secretary of Transportation of the United States under authority of the 49 USC 1803 (now 49 USC 5103), as amended, including any such publication issued after the effective date of the ordinance from which this section is derived.
Requiring placards
means that the material to be transported is hazardous and is in sufficient quantity to require placarding in accordance with the department of transportation's hazardous materials regulations (49 USC 1801 et seq. (now 49 USC 5101 et seq.)).
Transport
means to move any motor vehicle requiring placards upon any public thoroughfare or highway.
(b) 
Prohibited; exceptions.
No person shall knowingly transport hazardous materials or knowingly cause hazardous materials to be transported upon any public street within the corporate limits of the city, except on the following:
(1) 
The portion of Interstate 820 lying within the corporate limits of the city.
(2) 
The portion of any federal or state highway or public thoroughfare used to reach a destination point of departure by the most direct route to Interstate 820.
(c) 
Placards.
The operator of a vehicle used to transport hazardous materials requiring placards shall not operate such vehicle unless:
(1) 
Appropriate placards meeting U.S. Department of Transportation specifications are displayed as required by 48 CFR 172; and
(2) 
Before operation, the operator shall have inspected the vehicle and determined that:
a. 
The brakes are in good working condition;
b. 
The steering mechanism is in good working condition;
c. 
The electrical wiring is well insulated and firmly secured;
d. 
The required lights are operative;
e. 
The vehicle is in a safe condition to transport hazardous materials; and
f. 
All emergency features on bulk transport carriers are installed and operative as outlined in the U.S. Department of Transportation specifications and requirements.
(d) 
Prosecution presumption.
It should be presumed for purposes of prosecution under this section that a transportation vehicle contains hazardous materials if it bears a placard.
(e) 
Enforcement.
Both the city fire department and city police department are expressly authorized to enforce the provisions of this section.
(f) 
Violations; penalties.
A person violating a provision of this section, upon conviction, is punishable by a fine as provided in section 1-13.
