The City Council may, by order, determine and designate upon which ways or parts of ways parking meter zones are to be established insofar as the parking of motor vehicles therein is permitted by Sections 13-52 to 13-55.

A. 
Any qualified veteran, as defined below, shall be able to utilize all municipal lots in the City provided for in Article VII herein without needing a permit to utilize said lot and shall be able to utilize any parking meter in the City as provided for in Article VI without a fee to utilize said meter.
(1) 
A veteran qualifies under this section if they have a valid, current, veteran's license plate or are registered with the City pursuant to any system established to implement this section.
(2) 
A "veteran's license plate" shall be defined as a license plate that is issued to a veteran, as defined by MGL c. 4, § 7, Clause 43, by the Massachusetts Registry of Motor Vehicles that includes the wording "Veteran" on said plate.
(3) 
The qualified veteran must be driving a vehicle with the veteran's license plate on the vehicle or duly registered with the City to be able to utilize the municipal lots and parking meters referenced above without a permit or fee.
B. 
This section shall not be interpreted to include a veteran's usage of a handicapped parking spot without the required placard.

Parking meters shall be so constructed as to display a signal showing legal parking upon the deposit therein of the proper coin or coins of the United States as indicated by instructions on such meters, and for such period of time as is or shall be indicated by the instructions on such meter. Such signal shall remain in evidence until the expiration of the parking period designated, at which time the expiration of such parking period shall be indicated by the dropping of a signal automatically, or by some other mechanical operation.

A. 
No vehicle shall be parked in a parking meter zone, except within the parking meter space designated by street marking lines.
B. 
Nothing contained in this section shall be construed to prohibit the City Council from making provisions for bus stops, taxicab stands, service zones and loading zones, as authorized by other sections of this chapter, on any street or portion of street which has been or may hereafter be designated herein as a parking meter zone.

The owner or operator of a vehicle parking, standing or stopping the same within a parking meter space shall immediately deposit in the parking meter for such space the required payment for the maximum legal parking period, or for any permitted subdivisions thereof, as indicated or shown on the meter, and if so required, they shall set the mechanism in motion.

The Traffic Commission shall establish fees for the use of parking meter spaces.

Commercial vehicles may be parked in a parking meter space without depositing payment for a period not to exceed 15 minutes during which such vehicle is being loaded or unloaded.

The holder of a temporary permit or license issued by the Commissioner of Public Services under the provisions of Section 13-5 for a deviation during the time of and to the extent necessitated by building, construction or razing operations or other temporary condition or emergency shall make full payment of parking meter fees for each parking meter space covered by such license at the rate established by this article for the full period during which each such space is used or occupied under such permit or license.

After public hearings, the Traffic Commission shall adopt the regulations necessary for Section 13-71. Said regulations shall take effect seven days after publication which shall be done as soon as possible after adoption by the Traffic Commission.

It shall be unlawful for any unauthorized person to tamper with, open, break, injure or destroy any parking meter, or for any person to deposit or cause to be deposited in such meter any slugs, device or metallic substance, or any other substitute for the coins required for the operation of such meter or to do any other thing or act which will render such meter inoperative.
