This chapter shall be known as the "North Richland Hills Building Code," may be cited as such, and will be referred to in this chapter as "the building code."

The purpose of this chapter is to provide the city with minimum standards to protect the health, life and property; to preserve good government, order, and security of the city and its residents; to provide for the issuance of building construction permits; the collection of permit fees; and the inspection of construction activities by the office of the building official for compliance with applicable codes.

In the event that a provision of a state or federal regulation is in direct conflict with a provision contained in this chapter, then the most stringent provision shall govern and take precedence.

Unless otherwise expressly stated, this chapter shall apply to the following: The erection, construction, enlargement, alteration, repair, moving, removal, demolition, conversion, occupancy, equipment, use, height, area and maintenance of all buildings and structures in the city.
