The purpose of this division is to establish minimum stormwater management requirements and controls to protect and safeguard the general health, safety, and welfare of the public residing in watersheds within the city. This division seeks to meet that purpose through the following objectives:
(a)
By making it a requirement that construction site contractors provide for the proper disposal of wastes including discarded building materials, concrete truck washout water, chemicals, litter and sanitary waste at a construction site;
(b)
To fulfill the BMP requirement for construction site stormwater runoff control.
