Within the zones established by this zoning code, or amendments that may later be adopted, there exist lots, structures and uses which were lawful prior to the adoption, revision or amendment of this title, or previously adopted city zoning ordinances, but which would be prohibited, regulated or restricted under the terms of this title or future amendments. It is the intent of this title to discourage the long-term continuance of these nonconformities, but to permit them to exist under limited conditions. It is further the intent of this title to prevent nonconforming uses and structures from being enlarged, expanded or extended, or being used as grounds for adding other structures or uses prohibited by the zone in which the nonconformity is located.
