The purpose of this article is to advance the goal of implementing Complete Streets transportation planning, policy, and design, as established in the Complete Streets Ordinance,[1] and protecting, preserving, and ensuring the proper maintenance of public grounds, streets, highways, sidewalks, and thoroughfares in the City of Norwalk.
B.
The intent of this article is to:
(1)
Clarify the responsibilities of the Director of Public Works and the Complete Streets Coordinator regarding their shared responsibilities to implement, within the resources provided and in collaboration with other departments and agencies, the City's goals for implementing Complete Streets, as established in the Complete Streets Ordinance.
(2)
Provide clear direction to the Director of Public Works to implement, within the resources provided, the City's goals for the maintenance of its public grounds, streets, highways, sidewalks and thoroughfares.
(3)
Establish the responsibility of the adjoining property owner for sidewalks and footpaths that may be initially established by the City, as described herein.
