The following words, terms, and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning.
Mobile service unit
means a motor vehicle or motor vehicle trailer used by a mobile vehicle service business to conduct vehicle services.
Mobile vehicle service business
means any person who provides vehicle services at a location determined by a vehicle owner solely from one or more mobile service units and does not have a facility or regularly established location or place of business that is or may be used for the provision of such services.
Vehicle services
means:
(1) 
The repair of motor vehicles or motor vehicle trailers;
(2) 
The buying, selling, offering for sale, trading, or otherwise dealing in new, used, or secondhand motor vehicle parts, accessories, or supplies for motor vehicle maintenance; or
(3) 
The power washing, steam cleaning, or any other cosmetic cleaning of the interior or exterior surfaces of motor vehicles or motor vehicle trailers.

All mobile vehicle service businesses must fully comply with all city ordinances regarding health and safety and with all state regulations regarding hazardous waste disposal including requirements promulgated by the Texas Commission on Environmental Quality. It shall be unlawful for any person engaged in vehicle services to fail to dispose of any oil, tires, parts, or other debris in compliance with federal, state, or local law.

It shall be unlawful for any person to engage in the operation of a mobile vehicle service business without a license for the purpose having first been obtained as hereafter provided.

(a) 
Every applicant for a license to engage in the operation of a mobile vehicle service business shall make application therefor on an application form furnished by the chief of police or such other officer as the chief may designate.
(b) 
The written application shall contain the following information:
(1) 
The name and mailing address of the applicant;
(2) 
The birth date of the applicant;
(3) 
The driver's license number of the applicant;
(4) 
The trade name, if any, under which the applicant intends to operate;
(5) 
The sales tax number associated with the business;
(6) 
The VIN and license plate number of each mobile service unit used for the business; and
(7) 
The type of vehicle services to be provided.

Each applicant for a license as provided in this article shall pay to the city a license fee in the sum set forth in the fee schedule in appendix A of this code, in cash, which is to be deposited in the general fund, for the issuance of each license required and issued hereunder.

Upon compliance with the foregoing provisions of this article, the chief of police shall issue a license to the mobile vehicle service business, which license shall permit the business to engage in vehicle services. The license shall be issued to the mobile vehicle service business, and the license shall contain a list of all mobile service units listed in the application to be associated with the mobile vehicle service business. It shall be unlawful for the license holder provide vehicle services using any mobile service unit not listed in the license. If there is a change in a license holder's list of mobile service units, the license holder must surrender to the chief of police their current license in exchange for an updated license that will have the same expiration date as the surrendered license.

Licenses issued under this article shall expire December 31st of each year.

A license holder shall have the license on premises of the work at all times. It is an offense to fail to display the permit upon request by the city.
