A community museum is hereby created and established for the City of Billings. The museum will be known as "The Billings City Museum" and situated within the Billings City Hall facility, as designated by the Billings Board of Aldermen. The purpose of this museum shall be to collect and preserve historical records and artifacts pertaining to the history and development of the Billings, Missouri, area, and to make these records and artifacts available for educational research, display and accessibility for the public. The Museum may seek to cooperate with other repositories, individuals and institutions in order to promote the identification, preservation and use of all records and artifacts for understanding local history.
A. 
Board Of Directors, Three Members, And Terms Of Office. There shall be a Museum Board of Directors for the purpose of managing the development and maintenance of the Billings City Museum. The members shall hold office for three (3) years each, but initially, one (1) will hold office for one (1) year, one (1) for two (2) years and one (1) for three (3) years from the first of January following their appointment, and at their first regular meeting shall cast lots for their respective terms; and annually thereafter, the Mayor shall, before the first of January each year, by and with the consent of a majority of the members of the Board of Aldermen, reappoint or appoint new members to serve until their successors are appointed. The Mayor may, by and with the consent of a majority of the Board of Aldermen, remove any director for misconduct or neglect of duty.
B. 
Vacancies And No Compensation. Vacancies in the Board of Directors, occasioned by removal, resignation or otherwise, shall be reported to the Board of Aldermen and be filled in like manner as original appointments, and no director shall receive compensation as such.
C. 
Board Organization And Powers. The Museum Board of Directors shall immediately after their appointment meet and organize by the election of one (1) of their number present, and by the election of such other officers as they may deem necessary. They shall make and adopt such bylaws, rules and regulations for their guidance and for the management of the museum as may be expedient.
D. 
Museum Funds The Museum Board of Directors shall make recommendations to the Board of Aldermen regarding the expenditures of all money collected to the credit of a Museum Fund and of the supervision, improvement, care and custody of the museum. All monies received for the museum shall be deposited into the treasury of the City to the credit of the Museum Fund and shall be kept separate and apart from the other monies of the City and drawn upon by the proper officers of the City upon properly authenticated vouchers of the Museum Board.
E. 
Annual Report. The Museum Board of Directors shall make, on or before the first meeting in January, an annual report to the Board of Aldermen stating the condition of their trust on the first day of May of that year, the various sums of money received from the Museum Fund and other sources, and how much moneys have been expended and for what purposes, with such other statistics, information and suggestions as they may deem of general interest. All such portions of such report as relate to the receipt and expenditure of money shall be verified by affidavit.
F. 
Private Donations. Any person or entity desiring to make donations of money or personal property for the benefit of the museum shall have a right to do so, and the money shall be deposited in the Museum Fund, and personal property donated will be to the use and benefit to the museum and managed by the Board of Directors.
