Editor's note–Former article 9.1300 pertaining to the city treasurer and deriving from the 1981 Code of Ordinances Chapter 7, Section 11, was repealed by Ordinance 269 adopted 2/18/2025.
Appointed by the recommendation of the mayor and approval by city council and under the general direction of the city administrator, is responsible for the directing and coordinating the operation and administration of engineering, public utilities to include water, wastewater and gas distribution operations, streets/drainage and parks, airport maintenance, inspections and sanitation, vehicle and equipment maintenance and administration of the city's capital improvement programs, and perform other duties as assigned.

(a) 
Manages the field and administrative operations of the public utility, streets, park and airport operations.
(b) 
Supervises, plans, prioritizes, and directs the activities of staff including work assignment, performance evaluation, and employee development; participates in employee selection, disciplinary action and complaint resolution.

The City's utility staff works across a broad range of functional areas, the supervisor schedules, coordinates, and provides field supervision of staff involved in water distribution, wastewater collection, natural gas distribution system activities, as well as streets, parks and other activities as directed.
(d) 
Orders construction and maintenance materials and supplies.
(e) 
Assist in the development of departmental standard operating procedures and emergency response policies and procedures for utility maintenance operations.
(f) 
Prepares administrative, technical and financial reports pertaining to the activities of the department, including any and all local, state and federal reports.
(g) 
Assists the city administrator in preparing the annual budget for the public works operations.
(h) 
Actively participates in planning, developing, and implementing the various capital improvement projects of the city.
(i) 
May respond to citizens on complaints and related issues.
(j) 
Provides administrative support and works with selected boards and committees of the city.
(k) 
Makes presentations monthly to the city council.
(l) 
Design and implementation of capital improvement programs.
(m) 
Assists city administrator in the negotiation of fees for professional service contracts.
(n) 
Develops goals and objectives for the department.
(o) 
Communicates effectively with the public, employees, mayor, and council in person, writing or by telephone.

Performs other related duties as assigned or required.

Three years supervisory experience in municipal public works or any combination and experience equivalent to the above. Must possess a valid state driver's license and should have or be working to obtain a valid water, wastewater and gas license as required by the state.

Thorough knowledge of theory and practices of municipal public works operations; thorough knowledge of modern management practices; exceptional ability to deal effectively and courteously with people; well-developed supervisory and interpersonal skills; ability to write and speak effectively; ability to review, interpret and analyze data to make effective recommendations for action; ability to prepare technical and administrative reports; ability to work with the budgetary aspects for the position.
