Editor's note–Former article 9.900 pertaining to the chief of police and deriving from the 1981 Code of Ordinances Chapter 7, Section 6, was amended by Ordinance 270 adopted 3/18/2025.
Under the general direction of the city administrator, is responsible for the operation and administration of the police department - including patrol, investigation, community relations, central records, and communication, and performs other duties as assigned.

The police chief shall be empowered to fill any budgeted position in the police department, terminate or suspend any police department employee for just cause, direct the day to day activities of the police department and carry out all duties and responsibilities of the office as outlined by state law and city ordinances, subject to the approval of the mayor and/or city administrator.

The police chief shall serve at the will of the city council and be removed or suspended at the recommendation of the mayor and by a majority vote of the city council.

(a) 
Plan, assign, and direct all activities of the department.
(b) 
Responsible for the maintenance of facilities and equipment.
(c) 
Prepare administrative, technical, and financial reports pertaining to the activities of the department.
(d) 
Assist city administrator in the preparation and maintenance of the annual operating budget for the department.
(e) 
Respond to citizens and/or media on complaints and related issues.
(f) 
Prepares uniform crime reporting/racial profiling reports.
(g) 
Attends all council meetings and makes monthly police reports.
(h) 
Make managerial and technical recommendations to the city administrator.
(i) 
Develop goals and objectives for the department.
(j) 
Responsible for effective human resources management and recruitment of officers for the police department.
(k) 
Plan and direct training programs for the department.
(l) 
Prepare and enforce department rules and regulations.
(m) 
Performs other duties as assigned or required.

Prefer an individual with bachelor's degree in law enforcement, criminal justice, or other related field or extensive experience in police supervision. Must be licensed by Texas Commission on Law Enforcement (TCOLE) with an Advance TCOLE certificate and maintain current TCOLE license. Must possess a valid state driver's license.

Requires at least five (5) years progressively responsible experience in law enforcement. Must have thorough knowledge of modern police administration, criminal investigation and crime prevention; thorough knowledge of modern police practices; exceptional ability to deal effectively and courteously with people; analytical and teaching ability; initiative; resourcefulness; firmness; impartiality; demonstrated leadership and administrative ability; thorough knowledge of local, state, and federal statutes; exceptional ability to communicate effectively orally and in writing; well-developed supervisory and management skills; ability to perform duties exercising sound judgment; possess professional integrity.
