Appointed by the recommendation of the mayor and approval by city council and under the general direction of the city administrator, perform duties as custodian of official records for the city; attends and records proceedings of official meetings of the city council and other boards, commissions and committees as assigned by city council; conduct city elections, including early voting; responsible for making weekly deposits and maintain general ledger; oversee human resources/personnel for the city supervising all clerical matters related to personnel, including, but not limited to, employment applications, payroll and withholding, insurance, vacation, sick leave and worker's compensation; responsible for utility billing, collections and account maintenance; and performs other duties as assigned.

(a) 
Serves as secretary to the city council and city administrator and performs such clerical duties as may be required by the city council to include preparing the agenda and information packets for council meetings in coordination with the city administrator, attending city council meetings, and maintaining meeting minutes;
(b) 
Prepares and posts notices of official meetings, public hearings, etc. as required by law;
(c) 
Preserves and keeps in order all books, papers, documents, and records of the city, and keep a record of such book, papers, and documents;
(d) 
Serves as records management officer for all departments of the city - maintains records, systems, including creation, receipt, storage, retrieval and disposition of records;
(e) 
Maintains custody of all laws and ordinances of the city;
(f) 
Maintains custody of the seal of the city and affixes the same to obligations of the city only by order of the city council, mayor, or city administrator;
(g) 
Conducts municipal elections as prescribed by state law;
(h) 
Serves as personnel officer for the city and maintains all related files and records;
(i) 
Responsible for utility billing, collections, and account maintenance;
(j) 
Provides human resources support and guidance to city departments and personnel;
(k) 
Tracks budget accounts and related expenditures and provides reports to city administrator;
(l) 
Makes weekly deposits and maintains general ledger;
(m) 
Works with auditor and city administrator during year-end audits;
(n) 
Communicates effectively and cordially with the public and employees in person and via phone;
(o) 
Performs other related duties as assigned or required.

Sits for extended periods of time typing, filing, or inputting data on personal computer; safely lifts, holds and carries up to 30 pounds of computer paper or office supplies; reads difficult source documents and computer screens.

Four years progressive experience in a city secretary's office or extensive experience in related fields. Knowledge of personal computers and proficient in the use of WORD, EXCEL, or other related software programs; effective written and oral communication skills; knowledge of modern office practices and procedures; plan, schedule and work independently in the absence of specific instructions.
