The Cain Township Board of Commissioners shall enter into one or more agreements with all appointed emergency service providers and their governing bodies. All agreements shall outline a chain of command, budgetary and reporting information, and allow access to all buildings, areas, equipment and apparatus funded and maintained by the Township, and those necessary to provide fire-related services by the Director of Building and Life Safety and all employees under his/her charge.
The Director of Building and Life Safety (DBLS) shall have the power and responsibility of carrying out the provisions of this chapter. The DBLS shall report to the Board of Commissioners through the Township Manager. The DBLS shall oversee and have management responsibilities with regard to all emergency and non-emergency situations involving Caln Township paid firefighters and fire marshal/fire inspectors.
The DBLS shall have the following duties:
A. 
Oversee all Caln Township paid firefighters, fire marshals and fire inspectors.
B. 
Respond to emergency calls made by the appointed fire company and assume an operational or command role within Caln Township, or outside of Caln Township as needed to support Caln Township emergency responders.
C. 
Facilitate the submission of a monthly report to the Caln Township Board of Commissioners detailing all emergency services response activity within the Township.
D. 
Assist all emergency service provider agencies with information needed for the preparation of an annual budget for submission to the Township Manager by September 15 of every year.
E. 
Obtain maps and plans during the land development process and review for compliance with emergency service features contained in the Township ordinances.
F. 
Act as a liaison between the water company and the appointed fire company(ies) and work closely with the officials of the water company for the purpose of making certain that an adequate supply of water is provided at all fires.
Caln Township paid firefighters (CTPFF) shall have the following duties:
A. 
Active and immediate response to all emergency calls made by the appointed Fire Company when on active duty as described within their established job description.
B. 
Immediately report to the Director of Building and of Life Safety (DBLS) and follow the directions and duties assigned by him/her.
C. 
Assist with scheduled community emergency training and educational events, actively prepare preplan procedures and assist in evacuation drills.
D. 
Assist in performing fire and life safety inspections for educational, institutional, commercial, assembly and business uses throughout the Township under direction of the DBLS.
The Caln Township Fire Marshal shall have the following duties:
A. 
Enforce the adopted Caln Township Fire Code and maintain all inspection records as needed.
B. 
Perform and oversee commercial fire safety inspections and maintain all inspection records as needed.
C. 
Oversee community emergency training, educational events and evacuation drills.
D. 
Assist the DBLS with review of land development and subdivision plans.
E. 
Assist the Chester County Fire Marshal with fire scene investigations and enforce municipal codes, as needed.
F. 
Oversee the actions of the Assistant Fire Marshal and Fire Inspectors.
G. 
Respond to dispatched or requested calls for service with the appointed fire company when on duty or as directed by the DBLS.
The Caln Township Assistant Fire Marshal shall have the following duties:
A. 
Enforce the adopted Caln Township Fire Code and maintain all inspection records as needed.
B. 
Perform commercial fire safety inspections and maintain all inspection records as needed.
C. 
Assist with community emergency training, educational events and evacuation drills.
D. 
Assist the Fire Marshal with review of land development and subdivision plans.
E. 
Assist the Chester County Fire Marshal with fire scene investigations and enforce municipal codes, as needed.
F. 
Assist with overseeing the actions of the Fire Inspectors as directed by the Fire Marshal.
G. 
Respond to dispatched or requested calls for service with the appointed fire company when on duty or as directed by the Fire Marshal.
The Caln Township Code Enforcement Officer/Fire Inspector shall have the following duties:
A. 
Conduct property maintenance inspections to ensure that all property maintenance issues are being resolved (i.e., high grass and weeds, abandoned properties, abandoned vehicles, houses in need of repair, trash and debris, and snow removal from sidewalks).
B. 
Investigate complaints of alleged ordinance violations; tracks and monitors ordinance violations to ensure timely and efficient remedy and/or repair of violations.
C. 
Assist with enforcement of the adopted Caln Township Fire Code and maintain all inspection records as needed.
D. 
Perform commercial fire safety inspections under direction of Fire Marshal and Assistant Fire Marshal.
E. 
Assist the Fire Marshal/Assistant Fire Marshal with fire scene investigations and enforce municipal codes, as needed.
F. 
Respond to dispatched or requested calls for service with the appointed fire company when on duty or as directed by the DBLS.
All Caln Township paid firefighting personnel shall abide by the disciplinary procedures outlined in the most current Non-Uniform Personnel and Administrative Policy Manual.
