Section 1. 
Legislative Intent.
This Legislature hereby finds and determines that the County has experienced unlawful cannabis activities since the legalization of cannabis consumption in New York State.
This Legislature hereby further finds and determines that such unlicensed cannabis activity is difficult to police under existing regulations and in order to protect the public health, safety, and welfare, local legislation is needed to regulate unlicensed cannabis activities.
This Legislature hereby further finds and determines that the State of New York, pursuant to New York State Cannabis Law Section 131, has authorized this body to adopt a local law to authorize law enforcement to conduct regulatory inspections of places of business suspected of unlicensed cannabis activities, and to pursue enforcement remedies against such activities including: issuance of a notice of violation and order to cease, seizure of related products, issuance of an order to seal and injunctive relief.
Therefore, the purpose of this law is to grant authority to the Suffolk County Police Department to conduct regulatory inspections of such properties, to adopt procedures for inspecting properties suspected of engaging in unlicensed cannabis activities, and to pursue enforcement remedies against such activities.
Section 15. 
Effective Date.
This law shall take effect the later of ten (10) days after it is filed with the New York State Office of Cannabis Management, or upon its filing in the office of the Secretary of State.
