A.
Purpose. The purpose of this section is to allow business owners, employees and residents to park in the municipal parking lots, exempted from the two-hour parking restriction where applicable.
B.
Location of parking lots. Parking lots subject to this section:
(1)
Water Street Lot: On the right-hand side going westbound on Water Street just before 23 Water Street.
(2)
Free Street Lot: On the left-hand side going westbound on Free Street just before the Post Office parking lot.
(3)
Bayview Lots: At the western corners of the intersection between Bayview Road and Seaside Avenue and on the northern side of Bayview Road between Seaside Avenue and the access path to Bayview Beach.
(4)
Camp Ellis Lot: Parking to the south of Bay Avenue for access to the Camp Ellis pier and boat launch (5 Bay Ave).
(5)
Gooch Street Lot: Public parking directly to the west and east of the Saco Train Station.
(6)
Saco City Hall Lot: Parking lot located behind City Hall (outside of employee-only hours).
(7)
Front Street Lot: Public parking to the north of Front Street across from the Front Street boat launch and just west of the Saco Water Treatment Plant.
(8)
Downtown Public Lot: Parking lot adjacent to Saco River and railroad tracks at 142 Main Street.
C.
Parking permit regulations. Permittees shall be subject to the following regulations:
(1)
Permits to park in municipal parking lots shall be issued by the Finance Department or Police Department for a fee established by the City Council annually after a public hearing and published in the City's Fees and Penalties Schedule. Annual permits shall be valid for a single calendar year (January through December). Annual permits may be purchased at any time during a calendar year, but will not be prorated.

From time to time, the City may elect to designate specific municipal parking spaces to certain tenants as part of a lease agreement to occupy certain municipally owned buildings. The fee for such permits is to be set forth in the lease agreement as approved by Council and will not be subject to the parking permit fees as stated in the Fees and Penalties Schedule. Those permits are to be issued by the Police Department or Finance Department per the lease agreement.
(3)
No vehicle shall be allowed to park in a spot designated "permit parking only" unless properly complying with the pay-and-display or pay-by-plate parking management system designated for each parking lot. Parking permits must be clearly displayed in the windshield or the vehicle license plate entered into the pay-by-plate online permit system. Anyone receiving an overtime parking ticket because the permit was not properly displayed, or the license plate was not in compliance with the online parking system, shall be responsible for paying the full violation amount.
(4)
Parking permits are issued to individuals and may be used only on vehicles owned by the permittee.
(5)
Permitted vehicles may not be parked overnight during the City's winter parking ban, except as otherwise posted.
(6)
The Police Chief shall have the authority to revoke any parking permit if the holder of that permit fails to follow these regulations or any other relevant provision of this Code. Any such revocation may be appealed to the City Administrator.
