The control authority is obligated under federal law to identify and locate all possible nondomestic users which might be subject to the pretreatment standards, and to identify the character and volume of pollutants discharged by such nondomestic users. To satisfy this requirement, any possible nondomestic user of the POTW must, upon request of the director, periodically complete a nondomestic user screening form. Users of the POTW shall fully disclose the information requested and sign the completed form in accordance with BLMC § 13.14.550. Proper completion of nondomestic user screening requirements is a condition of initial and continued discharge to the POTW. Nondomestic users failing to fully comply with screening requirements within a timeframe specified by the director shall be subject to all enforcement measures authorized under this chapter including termination of service. The director is authorized to prepare several forms for this purpose and require completion of the particular form which the director determines appropriate to provide the information needed to categorize each nondomestic user. The director shall be authorized to categorize each nondomestic user, provide written notice of a nondomestic user's categorization and what it means, and revise this categorization at any time.
