Any person who fails, neglects, or refuses to remove from any premises owned, occupied or controlled by such person, either as owner, occupant, tenant or agent, or upon any street, avenue, alley, highway or public place abutting such premises, any rubbish, dirt, filth, or offensive dangerous or combustible material within 24 hours after having been notified to do so by the director of public works, chief of police or any other authorized official of the city, shall be guilty of a misdemeanor.
