A. 
The explanation for the symbols used in the shoreline use and modification matrices in BLMC § 16.50.020 is provided below:
1. 
"X"
means that the use or development is prohibited in the identified shoreline environment. Shoreline uses and developments listed as prohibited shall not be authorized through a variance, conditional use permit, shoreline substantial development permit or any other permit or approval.
2. 
"P"
means that the use or activity may be permitted by approval of the shoreline administrator through a letter of shoreline exemption or through a shoreline substantial development permit.
3. 
"C"
means that the use or activity may be permitted by approval of the hearing examiner and Department of Ecology through a shoreline conditional use permit. Uses that are not listed and not specifically prohibited by the SMP may be authorized through a shoreline conditional use permit.
B. 
Shoreline variances are intended only to grant relief from specific bulk, dimensional or performance standards established by the SMP, and are not to be used to authorize shoreline uses and activities. They are therefore not included in BLMC § 16.50.020.
C. 
Unless specifically exempted by statute, all proposed uses and development occurring within shoreline jurisdiction must conform to Chapter 90.58 RCW, the Shoreline Management Act, and this master program whether or not a permit is required.
