The following general requirements shall apply to all shoreline modifications:
A.
In addition to the requirement of this chapter, all uses and modifications within the shoreline jurisdiction shall also comply with the regulations established in Chapter 16.52 BLMC, Shoreline Uses and Developments.
B.
All shoreline modifications shall comply with the applicable requirements established by Chapter 16.56 BLMC, General Shoreline Regulations.
C.
Shoreline modification activities which do not support a permitted use are considered "speculative" and are prohibited by this SMP, unless it can be demonstrated that such activities are necessary to protect human health and safety, ecological functions, and the public interest.
D.
Stream realignment shall be prohibited as a means of shoreline stabilization.
E.
Shoreline modification materials shall be only those approved by the city and applicable state agencies. No toxic (e.g., creosote) or quickly degradable materials (e.g., plastic or fiberglass that deteriorates under ultraviolet exposure) shall be used.
